From: WA State Department of Health - Office of Community Health Systems (OCHS) Facilities Program

This year, Substitute House Bill 2295 passed the legislature, providing a permanent pathway for hospitals to provide acute care hospital services in a patient’s home.

The Department of Health filed a CR-101 on July 31, 2024 (PDF) to consider amendments to WAC 246-320-010, 246-320-199, and to consider creating a new section or sections in chapter 246-320 WAC to add hospital at-home services as a type of service that can be offered by hospitals, establish standards, and consider creating a fee to cover the costs of regulating the hospital at-home service.

Rule-making workshops have been scheduled for the following dates and you may register to attend on Zoom.

• Thursday, September 12, 2024, from 10 a.m. to noon
• Thursday, September 26, 2024, from 9 a.m. to 11 a.m.
• Tuesday, October 8, 2024, from 1:30 p.m. to 3:30 p.m

Robust funding for the Centers for Disease Control and Prevention, the Health Resources and Services Administration and other programs that address ongoing public health needs is critical to support a strong public health system. Unfortunately, the FY 2025 Labor-HHS-Education appropriations bill currently under consideration in the U.S. House of Representatives contains drastic cuts to key public health agencies and programs. 

Take the time to contact your members of Congress and urge them to prioritize public health funding in fiscal year 2025!

As a member of the public health community, you have probably seen the troubling news of the House majority’s FY25 bill that funds Health and Human Services agencies, including CDC. While this bill will not become law in its current form, it sends a disturbing signal about a lack of prioritization of public health by the House majority.

We are providing members with an opportunity to make your voice heard and make it clear these kinds of proposed cuts to public health and applied epidemiology are unacceptable.

Why this ask? Why now? 

As summarized in the CSTE blog, the numbers and implications for public health are concerning. Cuts to federal funding for public health have a direct impact on applied epidemiology funding in state, tribal, local and territorial (STLT) health departments. Almost 85% of funding for epidemiology personnel and activities in STLT health departments is directly from the CDC.

Right now, there is a small window to make our collective applied epidemiology voice heard before the House bill comes to the floor next week and the Senate finalizes its recommendations.

The CDC has uploaded their interim infection prevention and control recommendations for healthcare facilities during the on-going measles outbreak. The CDC is expected to have an official rollout later today, however, the website is currently live and can be found here. Additionally, we have highlighted some of the key takeaways from the website below. 

Fundamental Elements to Prevent Measles Transmission

Measles is most commonly acquired from persons in the household or community, but spread of measles can also occur in healthcare settings.

While the most important measure to prevent measles transmission in all settings is ensuring community immunization, core measles prevention in healthcare settings requires a multi-faceted approach including:

  • Ensuring HCP have presumptive evidence of immunity to measles (see Recommendations section)
  • Rapidly identifying and isolating patients with known or suspected measles
  • Adhering to Standard and Airborne Precautions for patients with known or suspected measles
  • Routinely promoting and facilitating respiratory hygiene and cough etiquette
  • Appropriately managing exposed and ill HCP

HB 3063: Removes ability of parent to decline required immunizations against restrictable diseases on behalf of child for reason other than child's indicated medical diagnosis.

Proposed Immunization/Vaccination Bills Oregon Legislature 

Senate Bills:

SB 649:  Introduced: Requires vaccine information prior to administering and kept on OHA website

SB 628:  Introduced:  Requires post-secondary students to receive education who decline vaccine

SB 653:  Prohibits DHS from administering medication, haircut, vaccination or, if child is under 14 years of age, abortion or birth control to child in protective custody without consent of custodial parent or legal guardian, or juvenile court if not available.

SB 565:  Immunizations may not be mandated as condition of employment for RNs or other medical staff unless required by federal law.  Makes violation unlawful employment practice.

House Bills:

HB 2745:  Similar to SB 649

HB 2783:  Introduced:  Requires parents who decline immunization for child to submit to administrator document including health care practitioner signature verifying practitioner reviewed immunization information with parent and certificate verifying parent completed vaccine educational module as condition of child’s attendance at school or other children’s facility

HB 2220:  Authorizes trained and certified dentists to prescribe and administer vaccines.  Board of Dentistry to adopt rules re: prescription and administration of vaccines by dentists

HB 2744:  Modifies provisions re: immunization records required for children attending schools and children’s facilities.  Requires administrator to review records for compliance with requirements before beginning each school year and exclude children whose records do not meet requirements.  Limits exclusion to periods of disease outbreak, allows for exclusion of child or employee when administrator has reason to suspect child or employee has, or has been exposed to and shows symptoms of restrictable disease.

BACKGROUND 

As a profession dedicated to infection prevention, the Association for Professionals in Infection Control and Epidemiology (APIC) and its members have an ethical responsibility to promote evidence-based approaches to vaccination policy. We are concerned the increase in the rapid spread of misinformation related to vaccination, especially via social media, has led to unwarranted concerns about childhood vaccination, parental refusal to vaccinate children, and specifically to the largest outbreak of measles in the United States since 1992.

Further, APIC’s comprehensive review of legislation introduced throughout the United States over the last year indicates that, contrary to current scientific evidence, policies that delay vaccination, or spread unwarranted fears about vaccination have increased in state legislatures.

APIC’s nearly 16,000 infection preventionist (IP) members are experts in identifying sources of infections and limiting their transmission. In order to prevent the transmission of vaccine-preventable diseases, IPs must rely on evidence-based research and practices. Innumerable studies have shown that vaccines are one of the safest and most cost-effective ways to prevent infection and prevent the spread of disease. 

CALL TO ACTION

APIC is very concerned by state governments’ efforts to expand vaccine exemptions, encourage parents to delay immunizations, spread misinformation about vaccines, or reduce access to vaccines. Furthermore, APIC is concerned with efforts that place unnecessary burdens on schools and healthcare facilities to promote vaccine exemptions or mandates that force healthcare providers to overstate the risk of contraindications. As such, we will speak out against these policies and call on our members to contact their legislators to oppose such legislation.

APIC is a strong advocate for pro-vaccine policies and will continue to educate the public about the importance of following the CDC’s Advisory Committee on Immunization Practices recommended vaccine schedule using earned media, social media, advocacy, and online resources for healthcare personnel and the public. Additionally, APIC will continue to work with healthcare facilities, coalition partners, and our members to contain the current measles epidemic, and work with legislators on policies that encourage vaccination.
