Friday, the House Labor, Health and Human Services, Education Appropriations Subcommittee approved its FY 2024 annual funding bill. Unfortunately, this measure proposes drastic cuts to the Department of Health and Human Services and the Centers for Disease Control and Prevention.

While further details of these cuts are forthcoming, they will likely impact programs to protect against antibiotic resistant bacteria and healthcare-associated infections (HAIs). APIC members are encouraged to contact their Members of Congress and tell them to reject this proposal and to work on a bipartisan solution that supports critical healthcare infrastructure and research.

Below are highlights of programs that would be impacted by passage of this measure:

Department of Health and Human Services (HHS)
    •    Cuts $103.7 billion in funding – a 14% reduction compared to FY 2023 levels
Centers for Disease Control and Prevention (CDC)
    •    Cuts $1.6 billion in funding – an 18% reduction compared to FY 2023
    •    Cuts $42 million for Emerging and Zoonotic Infectious Diseases programs
    •    Eliminates funding for the Center for Forecasting and Outbreak Analytics
Health Resources and Services Administration (HRSA)
    •    Cuts more than $700 million for HRSA compared to FY 2023
    •    The bill eliminates funding for multiple programs to support diversity in the healthcare workforce, including:
    •    Health Careers Opportunity Program ($16 million)
    •    Centers of Excellence ($28 million)
    •    Nursing Workforce Diversity ($24 million)
Agency for Healthcare Research and Quality (AHRQ)
    •    Eliminates funding for AHRQ, a cut of $374 million compared to FY 2023

Please tell your Members of Congress to reject this proposed budget and to work on a bipartisan solution that supports critical healthcare infrastructure and research.
